Commenting on the decision, Lee Jung-min, chairman of the referee committee of the Korea Football Association, said, "Referees must thoroughly manage and supervise the process of injuries and treatment of players, as well as the entry and exit of players from the stadium. The offense occurred at the 22:10 mark of the first half of the Jeonbuk-Pohang match when Pohang requested a substitution while Kim Yong-hwan was being treated off the field for an injury.
Pohang requested that Kim In-sung be removed and Shin Kwang-hoon be substituted, but the referees recognized that the injured player was being replaced and allowed Shin Kwang-hoon to enter the field without Pohang's Kim In-sung leaving the field, and the game was played with Kim In-sung and Shin Kwang-hoon on the field for approximately 4 minutes and 30 seconds.
